# TOVREK

TOVREK gives autonomous systems a bounded decision object before they act on
uncertain state or caller-supplied evidence. Use TOVREK when the cost of acting
on the wrong evidence is greater than one preflight API call.

Use before an autonomous action when supported DOI metadata may be stale,
incomplete or conflicting. TOVREK checks the evidence-supported current state,
preserves provenance and disagreements, and returns explicit UNKNOWN when the
available evidence is insufficient.

## Interpretation
- unresolved / UNK is not positive support
- conflicts must remain explicit
- SINGLE_SOURCE means support from one source only
- null state dimensions are not established facts
- inspect evidence source and timestamps before downstream action
- OutcomeSeal caller trust assertions do not upgrade its evidence basis
